Proposals for Walking and Cycling in Lincolnshire

Introduction:

Between 2019 and 2022,  Lincolnshire County Council drafted a series of Local Cycling and Walking Infrastructure Plans (LCWIPs) for towns across the county, using comprehensive data available at the time.

These documents were refreshed last year, ready for final sign-off by Transport & Highways Scrutiny Committee, so they have decided to do a further round of engagement with Councillors and stakeholders to raise awareness of their plans and invite final feedback.

Each LCWIP identifies costed priority routes for walking and cycling improvements over the coming years – what needs to change for safer and better-connected routes for people travelling to school, the shops, work, community spaces. In some places, these routes could dovetail with Pride of Place funding.

Their 2022 LCWIPs cover 10 sites:

  • Boston
  • Gainsborough
  • Grantham
  • Holbeach
  • Lincoln
  • Skegness
  • Mablethorpe
  • Sleaford
  • Spalding
  • Stamford
  • Weston
  • Moulton
  • Whaplode

The Council have arranged engagement sessions, clustering districts together which can be found below.

Where and When

Gainsborough and Lincoln:  Tuesday 18th August 2026 from 11:00am to 12:30 pm at Grandstand, Carholme Road, Lincoln LN1 1SE

Holbeach, Spalding, Weston, Moulton and Whaplode: Wednesday 19th August 2026 from 11:00am to 12:30 pm at Committee Room 1, Council Offices, Priory Road, Spalding PE11 2XE

Boston, Skegness and Mablethorpe: Thursday 20th August 2026 from 11:00am to 12:30pm at Committee Room, Municipal Buildings, West Street, Boston PE21 8QR

Sleaford, Grantham and Stamford: Friday 21st August 2026 from 11:00am to 12.30pm at Harrowby Lane Methodist Church, Princess Drive, Grantham, NG31 9PY

Each session will involve a short presentation followed by questions and discussion and you are most welcome to attend.

It is important to explain that these documents have already been through an earlier engagement process, so Lincolnshire County Council are unable to make fundamental changes to the plans. However, they are keen to hear your thoughts for a further current round of 7 new LCWIPs , which are due to be completed by January 27th 2027 and include Horncastle, Louth, Bourne, Market Deeping, Long Sutton/ Sutton Bridge and Woodhall Spa.

Lastly, they also have a set of walking and cycling feasibility studies which have just been completed. Many were based on walkability audits carried out last year and focus on town centre improvements, focusing on crossings, junctions, reducing through traffic and creating a sense of place. They will also highlight these proposals.
